Is your lot inside Franklin's city limits?

It is worth checking first. A Franklin mailing address does not always mean the City of Franklin reviews your plans. Inside city limits, residential building permits come from the city's Building and Neighborhood Services Department. Outside them, in unincorporated Williamson County, the county's Building Codes Division issues the permit and the county's Department of Sewage Disposal Management handles septic.

What is the Franklin Historic Zoning Commission?

Franklin's Historic Zoning Commission reviews exterior work on properties inside the city's Historic Preservation Overlay. Additions, exterior alterations, fences and walls, demolition, and relocation there need a Certificate of Appropriateness before work starts. Staff can approve some minor work administratively. The commission works from the Franklin Historic District Design Guidelines, adopted in May 2022.

Which building code applies in Franklin?

The City of Franklin has adopted the 2024 International Residential Code, effective January 1, 2026. Unincorporated Williamson County enforces the 2021 edition, and Brentwood the 2018 edition.
